3. Automated Decision-Making & Fallback Architecture
Deterministic Risk Engine
Calculates scores (0–100) across 8 statutory dimensions and determines risk classifications (Minimal, Limited, High, Unacceptable) using deterministic rule-based algorithms mapped to Articles 5, 6, and Annex III.
Deterministic Fallback Engine
If third-party AI APIs are unreachable, the system automatically falls back to a deterministic rule-based report generator (`generateFallbackReport`), guaranteeing continuous operation without AI dependency.
